Efficiency Increase in Tax Expenditures Treasury and Finance Minister Mehmet Şimşek evaluated the results of structural transformation and justice-oriented reforms in the tax system during his statements for the 37th Tax Week.
Şimşek stated that, contrary to general public perception, tax expenditures have been reduced and ineffective items are being meticulously reviewed.
Minister Şimşek noted that the share of tax expenditures in national income, which was 6.5% in 2023, fell to 5.1% last year.
Emphasizing fiscal discipline and tax justice, Şimşek highlighted the goal of reducing this ratio to 4.1% or lower by the end of the Medium-Term Program (OVP) period.
Share of Indirect Taxes Decreasing Noting that one of the most significant changes in the tax system has occurred in indirect taxes, Şimşek announced that the share of these items in total tax revenues was reduced from 66% to 62%.
The Minister stated that the annual increase in declaration-based taxes, despite the falling inflation environment, indicates the healthy functioning of the system.
Fight Against Informal Economy and New Taxpayers Stating that the most concrete indicator of the fight against the informal economy is the increase in the number of declarations, Şimşek reported that the number of income tax declarations, which was 3.8 million in 2022, rose to over 5 million in 2024.
Pointing out that 473,000 taxpayers filed declarations for the first time in 2025, Şimşek added that the total number of income tax taxpayers has exceeded 6.2 million according to current data.
