New Standards for Production Facilities Under the new regulations prepared by the Ministry of Agriculture and Forestry, enterprises producing cigarette paper in Turkey are now required to possess modern technology.
Facilities must consist entirely of unused machinery, excluding auxiliary units, and must be designed with separate sections for raw material and finished product warehouses.
The processes for the Facility Establishment Compliance Certificate, previously managed by different institutions, will now be handled directly by the Ministry of Agriculture and Forestry.
Applications made by investors with feasibility reports in accordance with the Ministry's format will be finalized within a maximum of 30 days.
Any project changes in existing facilities will also require prior permission or notification to the Ministry before the work begins.
Plain Packaging and Health Warning Requirements A plain packaging application is being implemented for cigarette papers offered to the market.
According to the new regulation, at least 65 percent of the package surface must be reserved for health warnings, and the use of logos on packaging will not be permitted.
Products under the same brand can only be marketed by a single manufacturer or importer, and distinguishing marks on the product will be limited to a maximum of three elements.
The trade of raw materials supplied for production has also been restricted; raw materials cannot be subject to any sale other than return to the seller or export.
Additionally, changes in product content and the use of new ingredients will be decided in line with the opinion of the Ministry of Health.
Strict Monitoring of Export Processes The packaging of products to be exported must be distinguishable from those offered to the domestic market.
It has become mandatory for brand and coding information on unit packages and groupings to be indelible and legible.
While the use of intermediary firms is not permitted in export transactions, manufacturers will be required to report the country, brand, and quantity information to the Ministry before each shipment.
