One-Time SCT Exemption for Retired Farmers: Bill Submitted to Turkish Parliament

Tax Exemption for Retired Farmers on the Agenda A new bill submitted to the Grand National Assembly of Turkey (TBMM) proposes the introduction of a Special Consumption Tax (SCT) exemption for retired farmers.
The regulation aims to strengthen social support mechanisms and improve the living standards of low-income retirees.
Eligibility Criteria for SCT Exemption According to the details of the proposal, citizens who have been registered in the Farmer Registration System (ÇKS) for at least 10 years and have retired under the Agricultural Bağ-Kur scheme will be able to benefit from the SCT exemption once within five years of their retirement date.
If the application comes into force, the Ministry of Treasury and Finance will be authorized to determine the procedures and principles.
Five-Year Resale Restriction The regulation plans to impose a five-year transfer and sale ban on vehicles purchased with the SCT exemption.
If the vehicle is sold or transferred before this period expires, the tax amount that was initially waived will be collected.
However, in cases where the vehicle is scrapped due to force majeure such as earthquakes, floods, fires, or accidents, beneficiaries will be allowed to purchase a new vehicle under the same conditions.
"Vehicles Are a Necessity in Rural Areas" CHP Tokat Deputy Kadim Durmaz, who prepared the bill, stated in his justification that farmers struggle with fixed incomes during retirement.
Durmaz emphasized that farmers have worked for years to ensure food security and noted that transportation in rural areas is a basic necessity rather than a luxury.
