Securities and Exchange Commission (SEC) has paved the way for stablecoin assets to be included in capital adequacy calculations through an update to its guidance on the financial responsibilities of broker-dealers.
According to a new entry in the Frequently Asked Questions (FAQ) section on the agency's website, broker-dealers can now report their dollar-pegged stablecoin holdings as regulatory capital.
Under the new regulation, a "haircut" of only 2% will be applied to these assets.
This means firms can include 98% of their stablecoin holdings in their net capital totals.
In previous practice, such assets were typically subject to a 100% haircut, effectively being excluded from capital calculations.
Strategic Step for Tokenized Finance SEC Commissioner Hester Peirce stated that this change will enable broker-dealers to engage in a broader range of business related to tokenized securities and other crypto assets.
With the new guidance, firms will be able to act more flexibly in providing liquidity, facilitating clearing transactions, and advancing tokenized financing processes.
Experts point out that with this change, stablecoins are now treated on a firm's balance sheet similarly to money market funds.
This is seen as a critical milestone for the integration of digital assets with the traditional financial system.
Permanence of the Regulation Debated The change was implemented as a staff-level guidance update rather than through a formal rulemaking process.
This carries the risk that the regulation could be easily reversed by a new administration.
Crypto industry representatives continue to work toward comprehensive legislation from Congress that would make the approach to digital assets permanent and provide legal clarity.
