Justice Minister Akın Gürlek Issues Statement on 'General Amnesty' and 'Right to Hope'

Legislative Authority Lies with the GNAT Justice Minister Akın Gürlek made significant statements regarding the ongoing discussions within the "Terror-free Turkey" vision and current developments in the judiciary.
Minister Gürlek stated that the Turkish Grand National Assembly (GNAT) is the proper venue for any potential legal steps concerning the process of terrorist organizations laying down arms and dissolving.
Underlining that any potential regulations would not transform into a general amnesty, Gürlek noted that the Ministry of Justice can only provide technical support during this process, while the ultimate decision rests with the legislative body.
'Right to Hope' and Current Legislation Addressing the public debate on the "right to hope"—which refers to the possibility of conditional release for those sentenced to aggravated life imprisonment—Gürlek reminded that the current legal system does not provide such an opportunity for terrorism-related crimes.
The Minister emphasized that whether any new steps will be taken on this matter is entirely at the discretion of the Parliament, adding that regulations should be handled according to social needs rather than being person-specific.
Judicial Processes and Security Measures Responding to criticisms regarding arrest decisions and restrictions on the right to defense in the judiciary, Gürlek argued that decisions are built upon concrete evidence and strong suspicion of crime.
He stated that measures taken against security risks in penal institutions do not prevent the right to defense; instead, they aim to prevent the flow of organizational instructions and the tampering of evidence.
