IstanPol Report on Government System: Solution Proposals for Democratization and Reform

The "Revisiting System Debates" Project The Istanbul Political Research Institute (IstanPol) is examining the structural problems in Turkey's democratization process through its "Revisiting System Debates" (YST) project, launched in 2020.
The project aims to develop concrete policy proposals centered on democratic institutionalization, the separation of powers, and accountability.
Reports published within this framework provide in-depth analysis of key issues such as legislative-executive relations, the establishment of the rule of law, and judicial independence.
A Seven-Year Review of the Presidential Government System The Presidential Government System (CHS), which was implemented following the 2017 constitutional amendment, has undergone a multi-dimensional evaluation in its seventh year.
During roundtable meetings held in 2024, academics, journalists, and political party representatives emphasized that the current model has eroded the principles of meritocracy, continuity, and accountability in public administration.
In analyses prepared by Prof.
Şule Özsoy Boyunsuz, it is noted that the concentration of executive power in a single hand and the ability to constantly redesign the administrative structure through decrees have weakened institutional capacity.
The Need for Constitutional Oversight and Judicial Reform Studies prepared with contributions from Dr.
Volkan Aslan and Gülbeyaz Sert address constitutional oversight mechanisms and the state of the judiciary.
Specifically, identified deficiencies regarding the structure, duties, and powers of the Constitutional Court form the basis of solution proposals developed to re-establish the rule of law.
IstanPol's work reveals that a comprehensive reform of the government system and the strengthening of checks and balances mechanisms remain a permanent necessity in Turkey.
