Social Media Regulation for Under-15s on Turkish Parliament Agenda: Heavy Sanctions Imminent

New Legislative Proposal to Reach Parliament by Month-End Family and Social Services Minister Mahinur Özdemir Göktaş has shared details of a new legislative proposal designed to ensure children's safety in the digital world.
Minister Göktaş stated that the primary priority of the regulation is to protect children from digital risks and harmful content.
Strict Supervision and Filtering for Social Network Providers The prepared bill imposes an obligation on social network providers to refrain from offering services to children under the age of 15 and to prevent the opening of accounts for this age group.
The Ministry will require platforms to establish more effective filtering systems to block children's access to harmful content.
This step is emphasized as critically important for preventing children from being drawn into crime and for combating digital addiction.
One-Year Preparation Period and Digital Safety Tools The regulation is the result of over a year of comprehensive work involving experts, academics, and families.
Minister Göktaş reminded that the 'Children are Safe' website and mobile application, launched to support digital security, are part of this strategy.
The state's determination to protect children is highlighted, with the goal of increasing digital literacy.
Million-Dollar Fines for Violations Prepared in parallel with similar global practices, the draft includes heavy sanctions for technology companies that violate the rules.
In cases of systemic violations, companies could face administrative fines of up to $32 million or sanctions amounting to 10 percent of their global revenue.
Meanwhile, certain exceptions regarding content monitoring processes on platforms that do not require account creation are expected to be maintained.
