Critical Meeting in Brussels European Union (EU) High Representative for Foreign Affairs and Security Policy Kaja Kallas met with members of the press following the EU Foreign Affairs Council meeting held in Brussels.
The meeting extensively covered foreign interference, information manipulation, and influence operations, alongside new restrictions aimed at Russia.
Kallas pointed out that modern warfare is conducted not only with military ammunition but also through algorithms and disinformation.
Touching upon the importance of hybrid threats, Kallas emphasized the union's strategic preparations in this regard.
Technical and Political Hurdles in the Sanctions Package One of the most significant agenda items of the meeting, the 20th sanctions package against Russia, failed to achieve the expected consensus among member states.
Kallas stated that this delay sends a negative signal to the outside world and noted that technical and political work on the package is ongoing.
As the EU continues its search for common ground on sanctions, negotiations regarding the scope of the restrictions are reportedly deepening.
The pending package is expected to include new technical regulations aimed at limiting Russia's military capabilities.
Ukraine and Peace Conditions Providing assessments on the end of the war in Ukraine and the peace process, Kallas emphasized that the primary obstacle to peace is Russia.
She argued that the international community should not pressure Ukraine to make territorial concessions, stating that the focus should remain on the steps Russia must take to establish peace.
