The 'Right to Hope' Exception in Current Legislation Justice Minister Akın Gürlek evaluated the legal framework regarding the execution of sentences for those convicted of terrorism offenses.
While current legislation allows for conditional release under certain conditions for aggravated life sentences, Gürlek emphasized that terrorism crimes are excluded from this scope.
"For those whose sentences were converted from the death penalty or who received aggravated life imprisonment for terrorism, the sentence is served for life.
Therefore, there is no 'right to hope' application in the current system.
Any new discretionary power on this matter belongs entirely to the Turkish Grand National Assembly (TBMM)," Gürlek stated.
General Amnesty Debates and Counter-Terrorism Minister Gürlek clearly stated that possible legal regulations would not turn into a general amnesty, noting that Parliament is the main actor in the process.
Regarding expectations for the end of terrorism, Gürlek mentioned that the most critical threshold is for the terrorist organization to lay down its arms and dissolve itself, a determination that will be made by the state's security units.
Security Measures in Lawyer Meetings Responding to allegations of restrictions on lawyer-client meetings, Minister Gürlek said such practices are only possible with concrete evidence and a judge's decision.
He stated that if meetings become a tool for transmitting organizational instructions, a state governed by the rule of law cannot remain indifferent.
He reminded that European Court of Human Rights (ECHR) rulings also consider these restrictions reasonable in terrorism cases if concrete evidence exists.
Social Media Identity Verification Minister Gürlek announced a transition period where fake accounts will be closed.
"Those acting as keyboard warriors will now do so with their open identities.
Fake accounts that do not switch to real accounts will be closed," he said.
Under the regulation, methods such as passport and mobile phone verification are planned for users to ensure accountability on digital platforms.
